This is one of the trimmers from the editor interface zoomed in to show full resolution video and more detailed controls. The zoomed view is literally just a larger version of the small 4x2 full view, so all the functions are present in both, but many controls are hard to see in the full view, and the video is small. The editor can use these trimmers to set in and out points for the video clip, then insert that segment into a set.
